I would not say this is a bug, but something I think that could help. When you purchase /fly there should be something that tells you when your fly is almost up.

How this works can be a bit tricky at times... it will try to enforce the time limit to the best of its ability without putting excessive load on the servers. It is supposed to give warnings at the 10, 5, 4, 3, 2, and 1 minute marks, and every 15 seconds after that. Ultimately, this can mean that sometimes you might not receive a warning, or that you might get some extra flight time. In any case, it should safely send you back to the spawn point if you run out of time.
