Changes to token perks?

I have recently discovered i can no longer use my /echest command in the nether on skyblock and am wondering if this is a bug or was done on purpose.

 

If it was purposeful i would like to request a refund of my tokens as i only got the perk for use in the nether when quartz mining and am unhappy that the grounds of its use have been changed so drastically.

 

If a bug when do you think this will be fixed along with the token shop and token command?
